I think it sounds like a great idea. I remember when the park was a cool place to hang out but there's nothing to do but hang out! An activities park sounds like a great way to get kids active.

Honestly, a youth activity park like this could change lives. I highly recommend this be built, a rock wall would also offer another opportunity to get kids rock climbing, which is highly positive.
