Whereas the United States is seeking to reduce the debt and find new sources of tax revenue that fairly represent the public good; And, Whereas the use of Marijuana has less harmful effects than tabacco and liquor and serves some value medicinally; And Where as the criminalization of Marijuana has lead to inconsistent punishments that highlights racial and ethnic biases. We the Citizens of the United States are seeking to tax Marijuana as a substance legal to consume through licensed distribution by the general public subject to the same limitations as tobacco.
