Tangible protection from biting dogs within communities
Presently there is no tangible protection for citizens that pass by housing with biting dogs. The only legal definition is to be responsible. Once biting you the animal is given additional oppurtunity if no prior record--then it is required to be penned and labeled dangerous. This then again requires the owner to be "responsible" with watering, feeding and shading the animal.
I am a citizen that has been bit severely by a dog. I noticed a general lack of upkeep by animal owner and property owner--these individuals are wholely lacking responsible character; for all that the law demands is that they be responsible. Owner's excuse is poverty and property owner's excuse is not his problem. Yet having pets appears as a right with no responsibility.
I am asking for common sense in community protection by requesting that people having dogs be required to have fences. The following citizens also voice this same view. That it should be a law for citizen protection.
