my benefit was reduced on the 16/04/2014 and finally suspended on the 21/05/2014 because of 2 reasons and was told the reason it was suspended was

-a i failed to attend a appointment on the 02/04/2014 "i called the call center 24 hours before that appointment was to commence and advised i was working" but i rung the call center and was told the obligation failure was for the 4th april 2014. on the evening of the 03/04/2014 i faxed taihape winz as the call center was closed and advised i was working tommorow (04/04/2014) and can they rechedule the appointment (see attached copy of that fax). i recieved a phonecall on the 04/04/2014 from maree anderson who told me that she was going to book a appointment for me but before i could get a date and time the cell signal cut out and call was disconnected. all faxes sent via laptop are sent through windows fax and scan software are recorded and only if it sends and is successfully sent will it be added to the send folder see attached all faxes as proof

b- i hadnt declared any income since december 2013 with winz " i have declared all my income with work and income and faxed it to them with 2 days of finishing the work" and even got a email from maree anderson dated 27/05/2014 stating " please ensure to bring confirmation of your income for the dates you have advised you have worked and not provided income details" i rung the call center on the 29/05/2014 and was told i hadnt declared any income since 13th january 2014 and asked her to check my file which she did and again she came back with the last declared in of 13th january 2014 so i explained to her that i had declared 4 lots of income after that by faxing the details to taihape winz office so she rung taihape winz and spoke with them and when she came back after putting me on hold was advised " taihape winz have recieved your faxed income declarations but havent put it on the system yet that is why it is not showing up" this is one of the 2 reasons for my benefit being suspended so it is not right they dont do there job at all and im the one that has to suffer and starve. see attached faxes

i only recieved $88 a week from 16/04/2014 - 21/05/2014. and from the 21/05/2014 till present im not recieving any income support at all.

i called the call center at 7.14am on the 03/06/2014 and spoke with a hieslina and asked her the following questions (see recording 1)

patrick: did i have a appointment on the 2nd april 2014 ?

hieslina: you actually had a appointment on the 2nd april 2014 and it looks like you gave us a call to advise you wanted to reschedule it and it was rescheduled to the 4th april 2014

patrick: if i was working on the 4th april 2014 would that be classed as a obligation failure ?

hieslina: if you were working that would be classed as a sufficient reason but like i said it is up to the office. that is a good reason though

i then called the call center at 7.48am on the 03/06/2014 and spoke with a christina and asked her the following questions (see recording 2)

patrick: on the 1st of april did i ring the call center to advise that i was working on the 2nd april 2014 ?

christina: yes

patrick: if i was working on the 4th and sent a fax on the 3rd april 2014 saying i was working would that be a obligation failure ?

christina: no. i would advise not to fax the office because they already have a load. i would call the call center and advise them to copy to file because some people dont bother copying it which is not good for you christina: the no show was on the 04th april

patrick: that is correct

christina: and it does say on the 04th that client needs to reschedule as has advised he is working. it does say that and that was on the 04/04/2014. and then it goes onto book appointment and reschedule for the 7th april 2014

all that is in this letter and review complaint are backed up by recording 1,2 and 3

according to maree anderson in a email dated 09/05/2014 stated "the obligation failure results to a proactive job search appointment for you to attend on the 02/04/2014 a letter had been sent to you on the 25th march 2014 confirming the time and date of that appointment. on the 02/04/2014 you rung the call center and advsied you were working and that you need to reschedule the appointment because you were working" i recieved a obligation failure on the 02/02/2014 for not attending a proactive jobsearch appointment on that day. but how can she legally reduce my benefit from $194 a week to recieving $88 a week from the 02/04/2014 when maree clearly states "you rung the call center and advsied you were working and that you need to reschedule the appointment because you were working" so if i rung the day before the appointment and advised i was working and couldnt attend the apppointment that is not classed as a obligation failure i rung the call center on thursday and was told if you rung the day before i shouldnt havent recieved a obligation failure. so why was my benefit reduced to $88 a week after failing to attend that appointment

not meeting your obligations (qouted from the work and income website)

if there is any reason why you cant meet you obligations, talk to us straight away. if you dont meet you obligations * without a good and sufficient reason* your benefit could be reduced *what better reason is there than going to work*

full time work obligations (qouted from the work and income website)

- be available for and take reasonable steps to get a suitable job "i have reguraly applyed for jobs and sent them in regularly to winz via email showing every job i have applied for"

- take any offer of suitable full time,part time or temporary work or work that is seasonal or subsidised " i have done that everytime ive been rung by a employer mike cottrell i work casually for ive taken the work and asked him if he hears any farmers looking for help to ring me"

- attend and take part in any suitable job interview we ask you to " winz taihape havent even asked me to attend any job interviews and when i last went into the office i spoke with liouse mcoard about getting onto task force green and told them i was desparate for work. loiuse never even got back to me regarding it to say i had to come in or not to

- take and pass any drug test potential employers or training providers require " i havent been asked at any time by taihape winz to do a drug test

- take part in any activity that we refer you to such as attend any job training courses, work experience or work assessments that will improve your work readiness or help you get work "over the past six months i havent been offered to go on any training courses,work experience or work assessment by taihaqpe work and income"

- let us know your meeting your work obligation's as often as we reasonably require " i regurly email in my job dairy which contains anywhere between 25/35 job applications a fortnight, i immediately declare my income when i have worked. and make sure taihape winz are aware when im working

and i regurly email taihape winz my job dairy proving im looking for work regurly and have attached a copy of one sent last week im meeting all my obligations and this is unfair

everything in this letter is true and has been verified by the call center and have included recordings and all nessassary facts to verify that the information is true and correct

i want a review of decision done about this because i havent failed any obligations at all and maree anderson has illegally reduced and illegally suspended my benefit which has forced me into hardship and my health has been affected by this my blood pressure has skyrocketed and my stress has become so bad it is making me ill. ive had to shoplift food just so i can eat im not a criminal and i feel really guilty about having to do it as we dont have a food bank in taihape and as im not getting a benefit im not entitled to a food grant and was told that on the 22nd may 2014 as a result of this ive been weak for the past 2 weeks as i am a type 2 diabetic and this is potentially life threatening as im not able to buy test strip for my accumeter which means im not monitoring my blood glucose properly and since i live alone if i go into hypoglycemic shock or have low blood sugars i can collapse and go into a diabetic coma and being that i live on my own noone is there to call me a ambulance which would ultimately lead to my death. im not a lazy person i take work when i get it and im looking for work everyday cold calling and internet job searching but as taihape winz are fully aware there is no work in taihape and there are 200/340 unemployed people in taihape and when a job comes up there are at least 100 applicants for it and its a who you know not what you know situation. ive asked loiuse mcoard the work broker for taihape winz to get me onto task force green 3 times in the past year and she told me the last time i asked ill get in contact with them and ill get back to you about it (that never happened) and when i spoke to her last i informed her i was applying for a site traffic management supervisor role with tradestaff palmerston north and she advised me that she knew the rep there well and would call him to see about possible employment (that never happened). i do casual work because that is all that is around here at this time of year and if im offered work i always take it
