The First Amendment allows freedom of religion and it allows also to petition govenment.

We request the Common Council of the City of Brookfield to table the Conditional Use Permit for the ISM West Mosque building project, sited at 16650 and 16730 Pheasant Drive, until the following concerns have been satisfactorily answered to the citizens of Brookfield. 

1. Traffic Alleviation: 
If the traffic mitigation anticipated results are not consistent with the City’s technical specifications, how can the city legally approve this permit?

2. Traffic Study:
A comprehensive, empirical, expert traffic study is clearly warranted to prevent unsafe conditions.

3. Potential Reverse Discrimination:
If the traffic mitigation anticipated results do not alleviate traffic according to City RLUIPA precedents, how can the city legally approve this permit?

4. Impact of Occupancy Numbers on Traffic: 
We request the City Council recalculate the traffic study based on realistic occupancy numbers and determine whether or not the intersection will meet an acceptable Level of Service.

5. Enforcement of Conditional Use Terms: 
We ask for a legal statement to this matter.

The petitioners request a compelling, comprehensive, written answer presented in public hearing that fully addresses all these issues.
