Exempt certified tow truck drivers from Jan. 1, 2013 legislative changes

The State of Virginia is no longer renewing driver certifications for tow truck drivers that have ever been convicted of violent crime. In the past, if a person was convicted of a violent crime they were required to interview with the State Board of Towing and submit references with application. Citizens that went through the process and passed received their towing certification. Now the State of Virginia is taking that certification away, even after the Board granted it to them. These citizens started businesses, had jobs, bought equipment and now they are or will be jobless with thousands of dollars in loans for business equipment. These drivers that went through the process with the State Board of Towing deserve to be "grandfathered" or exempt from the new law because this new law puts them out of business and thousands of dollars in debt for tow trucks and equipment that the State just last year was certifying them to operate. Why tow truck drivers? Why now? These citizens went through the proper State procedure and the State is now taking it from them never considering the financial damage it will cause.
