《支持成立創新及科技局 呼籲議員不要拉布》資訊科技界團體聯署聲明


早前政府已向立法會提交建議成立創新及科技局的文件,將會經過連串討論(包括事務委員會特別會議)後提交立法會財務委員會申請追加撥款,與此同時已有議員聲言會以拉布方式阻撓設局,我們擔心新局未能如期成立,香港的創新科技產業發展繼續停滯不前。


科技創新是推動香港經濟持續增長和多元化發展之關鍵,對提升本港在知識型經濟體系間的競爭力攸關重要,而善用科技亦能改善民生,惠及社會。鄰近地區政府都高度重視科技發展,為此制訂全面而長遠的策略,並由專責科技的高層次部門統籌執行。再者,創新科技產業是全球的發展趨勢,設創科局推動本地科研發展亦將會為香港的下一代帶來更多的機遇,擴闊年青人的未來出路,讓他們在創新科技產業方面尋求發展機會,成就一番事業。


多年來,我們已經在各方面遠遠落後如新加坡這些鄰近地區,也被更多的周邊國家迎頭趕上。設立創科局的大好機會近在眼前,我誠邀資訊科技界團體聯名支持政府成立創新及科技局的建議,並呼籲議員不要拉布阻撓,讓撥款得已如期通過。

成立創新及科技局時序表 (2014年)


1月15日:特首梁振英在2014 施政報告中建議成立創新及科技局

4月9日:當局向立法會提交建議成立創新及科技局的文件

4月14日:資訊科技及廣播事務委員會開會討論,主席黃毓民議員認為應召開特別會議再行討論,亦有議員讚成召開公聽會。

4月15日:工商事務委員會開會討論,並在會上通過《盡快成立創新及科技局》議案。

4月底至5月份:資訊科技及廣播事務委員會召開特別會議,邀請公眾人士參與。(日子待定)

5月底至6月初:當局向人事編制小組委員會提交有關成立創新及科技局所開設、重新調配職位,以及更改架構的建議供委員審議。(日子待定)

7月11日或之前:當局向財務委員會提交文件申請撥款。(日子待定)


由於立法會將會於7月中開始暑期休會,所以在今屆會期內通過成立創新及科技局的時間十分緊逼。若未能在本屆會期內通過有關建議,便需留待10月份復會後才能處理。屆時成立新局的事宜可能再添變數。



Joint Statement of "Support Establishment of Innovation and Technology Bureau, Urge LegCo Members not to Filibuster"


The government has submitted relevant documents to the LegCo regarding the establishment of the Innovation and Technology Bureau. The proposal will undergo a series of discussions (including a special public hearing in the Panel on Information Technology and Broadcasting), followed by a debate on funding allocation in the Finance Committee. Meanwhile, some LegCo members have said that they will filibuster to stop the passing of such proposal. We are worried that the proposal will be rejected at the end which will hinder the future development of innovation and technology industry in Hong Kong.


Innovation and technology are the keys to sustainable and diversified economic development, and essential in enhancing Hong Kong’s competitiveness as a knowledge-based economy, as well as improving people's livelihood and benefiting our society as a whole. Our neighboring economies highly value the innovation and technology development by formulating comprehensive and long-term strategy, and setting up designated departments to facilitate implementations. Establishing the new Bureau will not only help promote local research & development, but will also bring about more career opportunities to our next generation.


Over the years, we have been lagging behind Singapore and under the threat of being overtaken by other neighboring regions. Setting up the Innovation and Technology Bureau is a golden opportunity to strengthen Hong Kong’s competitive edge over Singapore. We should grasp the opportunity and therefore, I sincerely invite your organization to support our government’s proposal and urge LegCo members to discard their intention to filibuster, allowing the proposal to pass.

Timeline of Innovation and Technology Bureau Establishment (2014)


15 January:Chief Executive CY Leung proposed to establish Innovation and Technology Bureau (ITB) in the Policy Address 2014.

9 April:Government submitted a proposal to establish the ITB.

14 April:The proposal was discussed in the Panel on Information Technology and Broadcasting. Hon Wong Yuk Man, Chairman of the panel, suggested to call a special meeting for further discussion. Meanwhile, some panel members agreed to organize a public hearing.

15 April:The proposal was discussed in the Panel on Commerce and Industry. A motion on “Urge to establish the Innovation and Technology Bureau” was passed.

Late April to May:There will be a public special meeting in the Panel on Information Technology and Broadcasting for further discussion. (Date will be confirmed.)

Late May to June:Government will propose to the Establishment Subcommittee for structure of the ITB, creation and redeployment of positions. (Date will be confirmed.)

On or before 11 July:Government will seek for approval from Finance Committee on the ITB proposal. (Date will be confirmed.)


Since the summer recess of LegCo will begin during mid-July, the schedule for establishment of ITB will be very tight. If the proposal cannot be passed by the end of this term, we have to wait until the LegCo meetings resuming in October. It may cause further variables to the establishment.
