How is this the zoo's fault? People have zero common sense anymore. Poor kid.
it was a tragic accident but the zoo shouldnt be blamed for someone else being reckless. my heart goes out to the boy
Seriously? You put a kid on a railing at a dog exhibit and expect nothing to happen? The mother needs to take responsibility.

That lady is a terrible mother and should of not been hanging a dangling, wiggly kid over the railing.
