Support Separation Between Religion and State: A Petition to Human Rights Watch

In an Open Letter to Kenneth Roth, we express our concern that the director of Human Rights Watch has used his introductory essay in the 2012 Human Rights Watch World Report to urge support for newly elected governments of the Islamic right in the Middle East and North Africa. Our letter points out that he does not need to urge engagement where there is no threat of a boycott; that he mirrors security discourses relating to Muslim contexts where the choice is between "autocrats" or "moderate Islamists;" and that he is dismissive of the threats to sexual rights and to religious minorities and silent on the struggles of labor, secularists and others who initiated and sustained the mobilizations and movements against oppressive regimes.

Having experienced the ways in which religious fundamentalists have used both armed violence and state power to attack fundamental freedoms, we want to express our alarm at the rise of the Muslim Brotherhood and other representatives of political Islam. We believe that secularism is a minimum precondition for the freedom and equality of all citizens. It is intrinsic to democracy and the full realisation of human rights.

Rather than becoming complicit with religious fundamentalists in power, we call on Human Rights Watch to report violations and threats against those targeted by fundamentalists and to support the call for secularism, and the continuing struggle for social justice.

Soutenir la séparation entre la religion et l’État : une pétition à Human Rights Watch

Dans une lettre ouverte à Kenneth Roth (voir le lien ci-dessous), nous nous inquiétons vivement que le Directeur de Human Rights Watch se serve de son essai introductif au Rapport mondial 2012 de Human Right Watch (“Time to Abandon the Autocrats and Embrace Rights”) pour exhorter à soutenir les gouvernements de la droite islamique au Moyen-Orient et en Afrique du Nord. Notre lettre souligne qu’il n’est pas de besoin d’exhorter à s’engager là où il n’y a pas de menace de boycott, qu’il se fait l’écho de discours sécuritaires affairant aux contextes musulmans où le choix porte entre des ‘autocrates’ et des ‘Islamistes modérés’; qu’il est indifférent aux menaces sur les droits sexuels et contre les minorités religieuses ; qu’il passe sous silence les luttes de travailleurs, des laïcs et des gens qui ont initié et soutenu les mobilisations et les mouvements contre les régimes despotiques.

Ayant fait l’expérience des manières dont les intégristes religieux ont utilisé, à la fois, la violence armée et le pouvoir de l’Etat pour saper les libertés fondamentales, nous tenons à exprimer notre inquiétude face à la montée des confréries musulmanes et d’autres représentants de l’islam politique. Nous croyons que la laïcité est une condition minimale de la liberté et l’égalité de tous les citoyens. Elle est essentielle à la démocratie et à la réalisation pleine des droits humains. Plutôt que de devenir complice d’intégristes religieux au pouvoir, nous demandons à Human Rights Watch de relater les violations et les menaces contre les personnes ciblées par les fondamentalistes et de soutenir l’appel pour la laïcité et la lutte continue pour la justice sociale.

Sostenere la separazione tra religione e stato: Appello a “Human Rights Watch”

Nella Lettera aperta a Kenneth Roth, abbiamo espresso la nostra preoccupazione per il fatto che il Direttore esecutivo di “Human Rights Watch” si sia servito del saggio introduttivo al Rapporto mondiale 2012 di Human Rights Watch (“Time to Abandon the Autocrats and Embrace Rights”) per sollecitare il sostegno a favore dei neoeletti governi della destra islamica in Medio Oriente e nel Nord Africa. Nella lettera rimarchiamo come non ci sia bisogno di esortare questo impegno laddove non vi è pericolo di boicottaggio; come il Direttore di HRW rispecchi discorsi securitari riferiti a contesti musulmani per i quali la scelta è solo tra "dittatori" o "islamici moderati"; come prenda in scarsa considerazione le minacce ai diritti sessuali ed alle minoranze religiose e, infine come passi sotto silenzio le lotte dei lavoratori e delle lavoratrici, dei laici e delle persone che hanno avviato e sostenuto le mobilitazioni e i movimenti contro i regimi oppressivi.

Avendo sperimentato le modalità con cui i fondamentalisti religiosi si sono serviti sia della violenza armata, sia dell’autorità dello stato per attaccare le libertà fondamentali, vogliamo esprimere il nostro allarme rispetto all’affermarsi della Fratellanza Musulmana e di altre rappresentanze dell’Islam politico. Crediamo che la laicità sia una prerequisito fondamentale per la libertà e l’uguaglianza di tutti i cittadini. Si tratta di un valore essenziale per la democrazia ed per la piena realizzazione dei diritti umani.

Piuttosto che diventare complici dei fondamentalisti religiosi al potere, chiediamo a “Human Rights Watch” di riferire sulle violazioni e sulle minacce contro i soggetti nel mirino dei fondamentalisti e di sostenere l’appello per la laicità e la lotta permanente a favore della giustizia sociale.
