Support Safe and Regulated Parking: Enforce Ekurhuleni Parking Attendant By-Laws
We, the undersigned, urge all shop owners within the Brenthurst Community to comply with and support the enforcement of municipal by-laws governing parking attendants and car guards. These regulations, as set out by the Ekurhuleni Metropolitan Municipality Police Services By-Laws (Council Resolution PS 33/2002, amended by A–CP (01-2016)), are designed to ensure safety, order, and fairness in public spaces adjacent to your business premises.
Key Provisions of the By-Laws:
- Prohibition Without Permission: No person may act as or falsely present themselves as a parking attendant on any public road or in any public place without written permission from the Council.
- Council Consent and Registration: Only registered organizations with Council-issued permits may provide parking attendant services. Permits specify the geographic area and are valid for a maximum of 12 months.
- Conduct Requirements: Parking attendants must:
- Not wash cars or obstruct traffic.
- Not demand fees or donations for guarding vehicles.
- Not harass, threaten, or engage in criminal activity.
- Not consume alcohol or narcotics while on duty.
Unregulated parking attendants pose risks to customers and businesses, including harassment, unauthorized fees, and liability concerns. By adhering to these by-laws, we can create a secure and welcoming environment for all shoppers.
Our Requests to Shop Owners:
- Do not allow unregistered parking attendants to operate near your premises.
- Report violations to the Council or local law enforcement.
- Display notices informing customers that only Council-approved attendants are permitted.
