1. The undersigned property owners and supporters congratulate Council and staff for conducting an extremely thorough and visionary planning process for our new Official Community Plan. We agree that it should now be brought to a conclusion and enacted.

2. Many of us have attended numerous public meetings, open houses and forums. Residents of the East 3rd Area have also completed a detailed opinion survey conducted by City Staff.

3. Throughout, these residents have consistently and repeatedly confirmed support for a sufficient increase in the density of the East 3rd area of Moodyville to adapt to the growing industrial nature of the waterfront without affecting neighbours’ quality of life.

4. We are seriously concerned that the recommended density of 1.25 in the current draft OCP is insufficient to encourage several important planning goals:

- Comprehensive, integrated planning and development for the area

- A wide variety of housing types and prices, increasing affordability and liveability

- Substantial green space and trees to replace some of the vast green space that was destroyed during the Lower Level Road Project.

We therefore request staff and Council to establish a density framework for the East 3rd area within the OCP that consists of a density minimum of 1.4 in the lower Moodyville neighbourhood and a density maximum of 1.6 in the upper Moodyville neighbourhood - as illustrated in the map.

In addition, we request that this new density framework is included in a timely approval of the Official Community Plan and is not unnecessarily delayed by parts of this neighbourhood being designated as a special study area.

The feedback I have received from residents regarding the East 3rd area confirms that our arguments for increased density resonate with many neighbors. I am presently preparing a formal summary of these viewpoints to present before the City Council during the upcoming review sessions.

With the removal of the buffer and green space to the port, it makes sense to increase density so a new buffer can be created north of the new Low Level Road.

Agreed. Noise and dust are much worse since the trees have been removed from the top of the bank. Honestly the S. side of 1st should be converted to park/green space while the rest of the neighbourhood densities.

I would love to see this area grow into a beautiful complex community. I is close to everything for walking, biking, driving. I would like to see the density away from lonsdale. This is a good area as it wouldn't have alot of drive through traffic.

I live at 48 St Patricks Ave, and support a density maximum of 1.6 FSR in our area of Moodyville. It is my opinion that the proposed 1.25 FSR is insufficient for the future planning of this unique neighbourhood.
