The study bills go further than seeking ..perks.. There are laws that in effect are being ignored by city officials and institution stewards.

Being a resident of NYC should have some perks, especially when it comes to institutions that benefit off of us and our taxes.

A mid-19th century public-private partnership spelled out the terms under which the institutions would have rent-free use of park land and City-owned buildings in exchange for free access and instruction for New Yorkers. The 17 institutions benefit from more than $700 Million in free rent and other subsidies totalling more than $1 Billion in annual subsidies yet New Yorkers are required to pay an admission fee. Passage and the undertaking of the work provided for in the study bills will result in the publication and enforcement of New Yorkers' free rights one year from the bills' passage.

When the work called for in these study bills is done, the findings should make page one though it is unfortunate that the effort to have the work done is not also on page one given that New Yorkers subsidize these institutions with $1 Billion annually yet New Yorkers are required to pay a fee.
