When the study called for in the oroposed bills is undertaken and the report is produced within a year of its initiation, the facts of New aYorkers' free access rights will be made public and city leaders should have to ensure that the institutions' admission fee ploicies include free access by New Yorkers.

Pay what you wish is not a provision of New Yorkers' free access. The policy was introduced by The Metropolitan Museum of Art in 1971, and the other institutions followed suit, in many instances disavowing NYS law requiring free admission to New Yorkers.

This campaign speaks to 17 NYC park institutions formed under a mid-1800's public-private partnership arrangement, the terms of which have never been codified yet the City allocates $1 Billion for the institutions' benefits while foregoing its obligation to enforce Nee Yorkers' right to free admission in reciprocity for our $1 Billion subsidies. Except for Brooklyn Academy of Music which should be required to offer a substantial discount to performances and movies.

Unliked the 17 ..public... park museums, those not on parkland do not benefit from rent-free use of City-owned land and buildings. It is the reciprocity of ...you get free rent, we get free access ... that underwrites the specificity of the ...contractual... arrangement not a moral or social justice right.

All throughout the world residents of cities with museums do not pay entry fees, why is NYC so backwards on this front?
