Exactly what the institutions' founders and the leader of New York City intended with the institution of a mid-1800's novel public-private partnership. A ...park education campus... was intended for New Yorkers' use and according to the free provisions in each law. The study bills require an analysis of the law and a report recommending next steps within a year of the bills' passage. Please urge family and friends to sign the Petition to show appreciation for the bills' sponsors and to demonstrate New Yorkers' interest in having our free rights codified and enforced.

Free is not a ...right... insomuch as it is an obligation under the provisions of free access and instruction growing out of laws structuring a mid-1800's public-private partnership -- rent-free use of City-owned parkland and buildings in exchange for free admission and instruction for New Yorkers. The study bills request an analysis of these laws and a report within a year of passage. It's been 150 years where NYC leaders have ...not... undertaken to do this. Clearly New Yorkers deserve to have codified the facts of our free rights given our $1 Billion annual subsidy of the park institutions while they charge New Yorkers a fixed or pay-what-you-wish admission fee.

...Clean it up... is one aspect of New York City's failing its residents/taxpayers. The other, is the failure of elected leaders to codify laws on the books for more than 150 years. So, if along with ...cleaning it up... City leaders take seriously their obligation to the City's electorate and taxpayer, should/would/could bring more of those who have left ...back. Please get friends and family to sign the Petition to demonstrate to the bills' sponsors' that we appreciate their effort on our behalf and have the evidence that the electorate write large want the bills passed.
