This decision goes against the council's own policies and the NPPF. A perverse decision that requires scrutiny. There can be no justification for out of town stores.

Hertford needs quality shops accessible to all people via all methods of transport as well as on foot. Waitrose's decision to abandon the town centre will make them only accessible to car drivers and push more traffic to Great Amwell. It'll be environmentally and socially damaging.
