We ask the Board of Supervisors to vote to table CPA201500001 (Boundary Adjustment for the Southern Urban Neighborhood) until you complete and publicly discuss all studies necessary for a well-informed decision to change our approved Comprehensive Plan. These studies include:
* A Neighborhood Master Plan for the combined Southern and Western Neighborhoods, which will provide a total development plan for our southern corridor. We request that you establish a Citizens' Advisory Council in the review process. This planning must come before any changes to the Comprehensive Plan, not during a rezoning process.
* A Comprehensive Land Use Plan which tallies all County lands currently available for industrial purposes and which determines how much land the market needs. This important study undertaken by the Economic Development Department is not complete and is critically important. Adding land before we know what we really need is not good business practice.

The feedback I have received confirms that many of you are concerned about the rush to adjust our land use policies without a clear master plan. Your questions about the necessity of these industrial expansions highlight the need for a more deliberate and data-driven approach. I am currently compiling a list of these concerns to present directly to the Board of Supervisors during their upcoming sessions.

The energy gathered behind this petition demonstrates a clear community desire for deliberate and evidence-based planning. Watching this momentum build confirms that many neighbors share the conviction that our county infrastructure requires careful study before we commit to permanent changes.

Its my understanding that the Planning Commission unanimously voted against this expansion of the growth area. They specifically stated that it would increase the traffic exchanges by 5,000 per day! Remember that there were others who were voted off of the board when it appeared that there were secret agendas. Not intended as a threat but people are not happy when there is an appearance of impropriety.
Changing zoning regulations to favor any particular business, especially when a plan has been formulated for future development, is incomprehensible and suggests that Albemarle County Board of Supervisors can be bought for a price. I sincerely urge you to deny the proposed rezoning if 29 South corridor, If it is approved it will not only completely undermine any zoning regulations or decisions by the Planning Commission in the future but will also send a strong message that the vote from the Board of Supervisors is up for sale .
Any zoning changes to the refreshingly undeveloped Rt29-I64 area should be undertaken with great caution. What is the rush?
The rush to industrialize this section of the county or any part of the county, w/o due process or any mandate from the citizens, is unjustified. No one moves to Albemarle because it is so nicely industrialized. Why the rush to compromise the quality of life of the county?
Charlottesville has grown without any thought or plan at all. We need to protect the land we have left.
Don't let 29 north happen to 29 south!

The Board of Supervisors needs to slow down and think hard before developing new land. We have plenty of land that needs REdeveloping in town. The BoS should listen to the Planning Commission, which rejected the expansion plan. Ignoring the comprehensive plan because of a west coast brewery's coercive negotiation is not right. Moreover, we have lots of local breweries--why bring in outside competitors? The goal of permanent growth is folly and unsustainable. Charlottesville/Albemarle is developed enough.
