Whereas the Republic of the United States of America depends on free and honest elections to function properly, Whereas hundreds of thousands of American men and women have died to preserve our free democracy, Whereas the right of the governed to choose who governs them is the most fundamental of American principles, Whereas the Constitution guarantees the right to vote to every eligible United States Citizen, Whereas the penalties for voter fraud, interference, and electoral misconduct are woefully lenient, the undersigned therefore approve of the following proposed legislation and will vote to add it to the Laws of California: 1.(a) Any person who knowingly threatens to use or uses force, violence, or a tactic of coercion or intimidation, to induce or compel another person to vote or refrain from voting at any election or to vote or refrain from voting for any particular person or measure at any election, is guilty of a felony and will be imprisoned in the state prison for 9 years and no less. (b) Any person who knowingly hires another to threaten to use or to use force, violence, or a tactic of coercion or intimidation, to induce or compel another person to vote or refrain from voting at any election or to vote or refrain from voting for any particular person or measure at any election, is guilty of a felony and will be imprisoned in the state prison for 9 years and no less. 2.(a) Any person who knowingly helps or assists a person in registering to vote under a false name or under false pretenses is guilty of a felony and will be imprisoned in the state prison for 9 years and no less. For each additional person registered fraudulently another year is added. (b) Anyone who is ineligible, but registers to vote in a California election anyway, is guilty of a felony and will be imprisoned in the state prison for 3 years and no less. 3.(a) Any person who knowingly assists or helps another person to vote illegally is guilty of a felony and will be imprisoned in the state prison for 3 years and no less. (b) Any person who knowingly votes without being properly and legally registered in the state of California is guilty of a felony and will be imprisoned in the state prison for 3 years and no less.
