To Whom It May Concern, My name is Gary Kelley. I’m 69 years old, retired, and living on a limited income. For the past four years, I’ve worked tirelessly to build a streaming radio station — not just as a passion project, but as a small business with the hope of earning a modest income. Unfortunately, due to restrictive and outdated licensing regulations, I’ve never been able to make that happen. These barriers have made it impossible for me to grow the station into something sustainable. Instead, I continue to pay out-of-pocket, hoping that my dedication and love for this work won’t be in vain.
