I attended high school in Timaru, NZ and absolutely loved the in shore fishing.
In shore fish stocks being rich makes catching fish more probable.
This ensures anyone especially child with new fishing interests a chance to enjoy fishing as an out doors activity just off the piers and rocks along the coast.
The adrenaline rush of your first catch is a lifelong memory

35 years ago, people used to say snapper used to be caught close into the shore, but now, all you get are kawahi. Present day, you would be lucky to get any fish at all.

I agree no internal comercial fishing of the Gulf or any other harbor for that matter. The comercial sector needs tighter government restrictions and regulations.

The quota system and its enforcement is no longer fit for purpose. We have become too complacent and it is too open to influence by lobbying
