AS CONCERNED CITIZENS of the South Weber Community who will be negatively impacted by the proposed “Lofts at Deer Run” high‐density, 74‐unit residential and commercial development project (the “Development”), we, the undersigned, strongly oppose the Development and petition for your consideration of the following issues:

SAFETY. The 74‐Unit Development will increase traffic congestion along the frontage road parallel to Highway 89 and pose a substantial risk to the safety of pedestrians and motorists.

The plans for ingress and egress to the Development are too compacted with limited visibility for oncoming traffic. The Development will also result in a wall of parked cars along the frontage road and Deer Run Drive, which will practically serve as a blockade for motorists who use the frontage road as a thoroughfare to Highway 89 and pedestrians using the sidewalk as a means to get to the school and businesses on South Weber Drive.

NUISANCE. The Development design is incongruent with the character of South Weber City and will impair the aesthetics of our community.

The 33‐foot tall high‐density buildings will be visible from all around South Weber in stark contrast to the charm and appeal of the surrounding dwellings of our citizens. The accompanying 20‐foot sound wall along the frontage road will create an urban tunnel that will ostracize our community members east of Highway 89 and block our beloved mountain views. The commercial spaces of the Development are not in an ideal business location and will likely have difficulty obtaining and retaining commercial tenants, resulting in dark, vacant storefronts as a gateway to our residential neighborhoods. The Development will ruin the privacy and quiet enjoyment of property owners far beyond just the immediate neighbors.

FINANCIAL BURDEN TO CITIZENS. The Development will strain our current infrastructure and shift the cost‐ burden for capital improvements to the taxpayers of South Weber City.

We the citizens have not been assured that the capitalists profiting from the Development will bear enough of the costs directly associated with improving the sewer system and other utilities to support the high‐density project. We understand, as a matter of fact, that our current infrastructure and preliminary plans for improvements thereto are insufficient to meet the anticipated needs of the Development and existing community members. We also take issue with the decrease in property values of the surrounding homes as a result of the Development.

LEGALITY & ACCOUNTABILITY. We the citizens question the efficacy and legality of the administrative process observed thus far for the Development and implore our representatives in the City to ensure the developer is held accountable to the people through all phases of the Development’s progression.

We raise questions of law and fact regarding adequate notice given to citizens of the Development, executive authority granted to non‐elected officials to approve elements of the project, compliance with existing codes, ordinances, and regulation, and whether the current zoning and general plan serve the best interests of the citizens. We demand that the governing bodies of our community hold the developers of the Development accountable to the people for strict observance of existing rules. We expect to be fairly represented in addressing our concerns with the developer and adequately informed of actions, procedures, and responses relative thereto.

We, the undersigned, support this petition and memorandum in opposition to The Lofts at Deer Run Development.
