WE, THE UNDERSIGNED, OBJECT TO THE PROPOSAL MADE BY THE SAN CARLOS SCHOOL BOARD TO EXCHANGE LAND ON THE TIERRA LINDA SCHOOL PROPERTY FOR LAND ON CRESTVIEW DRIVE AND THE SITING AND CONSTRUCTION OF A CHARTER SCHOOL AT THE CRESTVIEW DRIVE PROPERTY.
1. The City Council will be exchanging land that a developer recently offered to buy for $18 million for land appraised at only $13 million which amounts to a subsidy of $5 million for the school district that has raised $76 million in abond measure as recently as 2012.
2. The City’s 2014 Capital Improvement Plan does not have funds budgeted for the improvement and maintenance of additional parks/playing fields, which is the use the City proposes for the Tierra Linda land were it to be acquired. In fact, the City’s 2013-2014 budget lists over $76 million in unfunded capital projects.
3. The proposed school will add increased traffic in an area which is already overburdened and cannot accommodate it and inflicting upon the neighborhood additional noise, air pollution and other environmental degradation.
For the reasons set forth above, among others, the undersigned respectfully requests that the City Council not approve the School Board’s proposal and to formally cease further activities associated with the land swap and the siting and construction of a charter school on the Crestview Drive property.

The School Board thought they could pull this shady land swap behind closed doors without us noticing. The surge of anger here proves they were dead wrong and now our City Council has no choice but to face the reality that we are watching their every move.

This make no sense to me. To have a school at the highest point in the san carlos hills, we are going to have 200-300 cars flooding Club, Melendy, and Britian ave. I get 18mph going up crestview in my prius2. Ever hear the cars working hard to get up lower crestview?
This is a joke. Mark Olbert said that any added "noise and air pollution will be created regardless." Any person with common sense knows that cars burn more fuel going up hills, and any regeneration of lost energy going down a hill is a percentage of the fuel used going up the hill. Maximum fuel economy is achieved on flat areas. I am telling everyone here, that the bozo's in the city council have it in their minds to push this through... They don't consider that park space set aside valuable to the residents of the community. It's just land for them to develop.
We live in San Carlos off of Crestview drive near Edgewood Road. We are about one mile from the Crestview property where they have proposed to move the charter school, however my 5 year old would not even qualify to go to this school because our neighborhood is zoned for the Redwood City School district instead of San Carlos. So all we would get is more traffic and noise!
Has there been an Environmental Impact Report by the City on a school at this location? Was any type of school contemplated at this location on the City's general plan or any specific plan or overlay? If not, this project can easily be stopped, in court if necessary.
The traffic studies for this are a total joke. Has anyone from the council actually tried to drive up Crestview during morning drop-off hours? It is a disaster waiting to happen.
I have looked at the arguments for and against the swap. I see the downsides as the following: 1. Worse traffic on Crestview. 2. The energy inefficiency of carting kids up and down the hill. 3. Giving up revenue from a developer purchasing the land. On balance, the arguments against have merit but do not outweigh the positives. 1. Worse traffic on crestview. Yes, but it might not be as bad as you think. I live near Tierra Linda. It stinks that twice a day the streets get crowded with parents driving their kids to school. But we learned to live with it and we work around it. If this were the worst hassle in my life I'd be overjoyed. Until we get something like Scoot back, someone will have to deal with school traffic somewhere. Sorry it's you and me. I still love San Carlos. 2. The energy inefficiency of carting kids up and down the hill. Yes, this stinks. Why do hills have to be so high? But the cost of gas and brake pads is trivial compared to the cost of raising a kid. Especially the great San Carlos kids who play in bands, join teams, take trips, and pay it all back by becoming most excellent family members and taxpayers. Maybe parents will figure out how to carpool again. 3. Giving up revenue from a developer purchasing the land. Eighteen million dollars! Wow! Really? But think about it. Once the land is sold, it's gone. It's smarter to look beyond a one-time windfall. Everyone in the city agrees that it was a huge blunder to sell off the San Carlos High School property to developers. If this is one of the last parcels owned by the community, let's use it for the community. Which purpose has a higher density value, a park that almost no one visits, or a school that's educating kids most of the year? I can understand people who will be immediately somewhat adversely impacted voting for their parochial interests. But to the rest of us, it should be a no-brainer. Swap the land

Why are we losing 5 million dollars on a land swap when the district already has plenty of funding? This is bad math and bad planning.
