The biggest thing behind this is Cattle, Beef isn't good for you in large quantities, they are hazardous to the land, and add greatly to air pollution so with the exceptions of greed and kick backs, there is no reasonable excuse for this. You've made smoking almost illegal, messed with vendors rights to sell snacks. If your truly concerned about health and environment and the American people round up the Welfare cows and stop subsidiaries to wealthy ranchers.

Time to revamp BLM. Get rid of these dumb behinds. Leave our wild horses and burros on OUR public lands and remove the privately owned livestock. We the public do NOT want to support welfare ranching. We want our wild horses left alone. This is a stupid amendment. We need to protect our wild horses. This will not.

This is a money-saving device? Sending our hurses/burrors to cost-strapped states? Stop it! Just stop it! What you need to "stop" is funding these ridiculous wars across the seas and start funding what are needs are here .. just cutting back our military expenses would / could give us plenty to save our horses/burros and ourselves .. You are being watched ...
