The Rye City Council has proposed to amend the current restrictive leaf blower law. The City Council has proposed to ban all gas-powered leaf blowers, vacuums, and create a registration requiring landscape contractors & tree care companies to register their businesses starting January 2023.

The proposed law will limit leaf blowers & vacuums to electric or battery operated only. The technology for battery operated commercial leaf blowers & vacuums is currently not available. At this time homeowner grade handheld battery blowers cannot perform the job that the commercial gas-powered blowers currently do. This will make it impossible for landscapers to maintain properties in the City of Rye.Penalties will be levied on the individual operating the blower, the landscape contracting company and the homeowner. A very small outspoken minority of people in Rye have spear headed this unreasonable law. If the proposed law is passed it will have a devastating effect on all the homes in the City of Rye, except City owned properties. The City of Rye, government agencies and schools are EXEMPT from the proposed legislation since they too cannot effectively maintain City properties using the battery technology available today. This proposed law has a few short comings. It is sad that the city is responding to a few vigilantes to drive this change. Revisit this when technology catches up for blowers for commercial industrial use. Then phase it in so contractors are not out their investments of equipment.

Please lets think about everything and not only on the noise I am a landscaper for more than 25 years and I can’t do the fall cleanup with only one blower, we need minimum two blowers at the same time.

I can understand battery blowers in the summer months when things are mostly dry and not much in the way of debris. But to think battery blowers will keep valuable properties neat and clean in spring and fall months is completely ridiculous.

Running battery operated leaf blowers now during the heavy fall leaf drop. We are only getting a couple of hours of battery life. The cost for a Blower, enough batteries to make it through the day and a charging system, is 6 -7 times the cost of a commerical back pack blower.

Please do not prohibit gas powered blowers. We have a mammoth of property and we can’t do this with electric blowers. The property has senior residents and there is vulnerability of serious falls if there are leaves on the ground which are not cleared promptly. The electric blowers are not equipped to be effective in our environment.

This will be loss of revenue for my business Increased labor cost to the customer if we need to hand rake(which most landscapers wont) Overall the propertys won't look clean!!

This is an embarrassing and elitist proposal. Please do not pass this law. It harms small business owners who have been working hard for all of us for years if not generations. I cannot imagine that the minuscule impact on the environment this would have outweighs the negative impact on small businesses, Rye property values, and the reputation risk to our City as being cliche and out of touch.

Bob you are ill informed or you have not read the proposed legislation: As of 2023 a vast majority of the properties in Rye will be effected. No gas powered blowers, the city engineer stated "the technology is not there for the commercial blowers". He did not say when the technology would be available so pushing the legislation off to 2023 is not a solution. § 122-4 Use of Gas Powered Leaf Blowers Prohibited. Effective January 2023, during the time that leaf blower use is permitted, only electric blowers shall be permitted. Gas powered leaf blowers are prohibited at all times.
