Why this is important

This petition is to be sent to, the President of the United States of America, President of European

Commission, President of European Parliament, House Speaker of US House Representatives,

Majority Leader of US Senate, President of France, Prime Minister of England, the Prime Minister of

Australia, Prime Minister of Canada and the Secretary-General of the United Nations

To urgently refrain from recognizing the national elections of 29 July 2018 in Cambodia.

Hun Sen is not eligible to be Prime Minister of Cambodia and must not be granted the Prime Minister's Office anymore:

- Whereas Hun Sen was a former member and senior officer during the Khmer Rouge regime, an is

implicated in war crimes, crimes against humanity and genocidal crime against the people of Cambodia

and

- Whereas Hun Sen and families and his subordinates have occupied power through a system of

corruption, terrorism, intimidation and exploitation for nearly 40 years, and

- Whereas Hun Sen has enriched himself, his families and his subordinates by allowing neighboring

nations to enrich themselves through Cambodian natural resources and national treasures, while the

Citizens of Cambodia remain uneducated, in extreme poverty, and severely under-employed, and

- Whereas the ICC Division, the United States, the European Union, France, the United Kingdom,

Australia, Canada and other countries are seeking to question Hun Sen about allegations ranging from

war crimes, crimes against humanity, genocidal crime to contemporary political corruptions, and

- Whereas, only through this confidential online petition process and newly strict monitoring of a new

Election, can Cambodians freely vote their conscience, and experience their freedom and their rights to

self-expression without fear of retribution, but with the hope of a better, safer, and freer future, do I

hereby support:

1- An immediate new national elections, by allowing all parties to participate in a fair, transparent, and

fair manner under complete international supervision.

2- The current National Election Committee, NEC, must be completely changed. It can only be

internationally organized and controlled.

3- Request that the elections cited by this petition be certified by an independent body as determined

by the European Union, the United States, the United Nations, Japan and other international

organizations.

4- Do not recognize the national elections of 29 July 2018 immediately. Hun Sen is not eligible to be

Prime Minister of Cambodia because Hun Sen is involved in crimes against humanity, war crimes and

genocidal crime.

- ដោយយល់ឃើញថា ហ៊ុន សែន គឺជាអតីតសមាជិកនិងជាមន្ត្រីដឹកនាំជាន់ខ្ពស់នៅក្នុងរបបខ្មែរក្រហមហើយជាប់ពាក់ព័ន្ធក្នុងបទឧក្រិដ្ឋកម្មសង្គ្រាម ឧក្រឹដ្ឋកម្មប្រឆាំងនឹងមនុស្សជាតិ

និងឧក្រឹដ្ឋកម្មប្រល័យពូជសាសន៍លើប្រជាពលរដ្ឋកម្ពុជា និង

- ដោយយល់ឃើញថា មានតែតាមរយៈការដាក់ញត្តិទាមទារសុំតាមប្រព័ន្ធអ៊ីនធ័រណែតជាសម្ងាត់ និងការរៀបចំបោះឆ្នោតជាថ្មីដោយមានការគ្រប់គ្រងឃ្លាំមើល

យ៉ាងតឹងរ៉ឹងរបស់អន្តរជាតិនេះទេ ទើបប្រជាពលរដ្ឋខ្មែរហ៊ានបញ្ចេញមតិ គំនិត និងជ្រើសរើសអ្នកដឹកនាំដោយសេរី ដោយគ្មានការភ័យខ្លាច ពីការតាមព្យាបាទ សងសឹក

សំលាប់ អ្វីទាំងអស់។ ក៏ប៉ុន្តែ ដោយសង្ឃឹមថា អនាគតនឹងមានសុវត្ថិភាព និងសេរីភាពកាន់តែប្រសើរឡើង ខ្ញុំសុំប្រកាសឡើងវិញនូវអ្វីៗដែលយើងខ្ញុំសុំធ្វើសំណូមពរ មានដូចខាងក្រោមនេះ:

1. សុំអោយមានការបោះឆ្នោតថ្នាក់ជាតិជាថ្មីឡើងវិញ ដោយអនុញ្ញាតអោយគ្រប់គណបក្សនយោបាយទាំងអស់ចូលរួមជាបេក្ខជនមានសិទ្ធិបោះឆ្នោត ឃោសនា

ប្រកបដោយ យុត្តិធម៌ តម្លាភាព និងត្រឹមត្រូវ ក្រោមការគ្រប់គ្រងត្រួតពិនិត្យដោយអន្តរជាតិទាំងស្រុង។

2. ត្រូវផ្លាស់ប្តូរ គ.ជ.ប. គឺមានតែអន្តរជាតិតែប៉ុណ្ណោះជាអ្នករៀបចំការបោះឆ្នោត។

3. សុំអោយការបោះឆ្នោតដែលបានលើកឡើងតាមរយៈញត្តិនេះ ហើយត្រូវរៀបចំឡើង ដោយស្ថាប័នឯករាជ្យដែលត្រូវបានកំណត់ដោយ សហភាពអឺរ៉ុប សហរដ្ឋអាមេរិក

អង្គការសហប្រជាជាតិ ជប៉ុន និងអន្តរជាតិដទៃទៀត។

4. កុំទទួលស្គាល់ការបោះឆ្នោតជាតិថ្ងៃទី ២៩ កក្កដា ឆ្នាំ 2018 នៅកម្ពុជាអោយសោះនិងជាបន្ទាន់។ ហ៊ុន សែន គ្មានលក្ខណ:សម្បត្តិគ្រប់គ្រាន់ជា នាយករដ្ឋមន្ត្រីនៃប្រទេសខ្មែរឡើយ

ព្រោះ ហ៊ុន សែន ជាប់ពាក់ព័ន្ធនឹងឧក្រឹដ្ឋកម្មប្រឆាំងមនុស្សជាតិ ឧក្រឹដ្ឋកម្មសង្គ្រាម និងឧក្រឹដ្ឋកម្មប្រល័យពូជសាសន៍។

ខ្ញុំសូមគាំទ្រញត្តិទាមទារនេះ ព្រមទាំងបទបញត្តិទាំងអស់ដែលបានចែងក្នុងញត្តិនេះ។
