This could be accomplished on 33rd street with reduced residential impact. Even if the reason of "wider street = easier for MTA" is true, taxpayer/resident safety and quality of life should be prioritized over MTA's basic engineering/construction challenges.

It would be an affront to place the MTA substation on 28th St., smack in the oasis of Penn South. If a substation is necessary, then put it in a commercial area, not amidst trees, gardens, and playgrounds where children and seniors congregate. And we already have a ton of rats in this neighborhood. The construction of a substation underground would exponentially increase the rat population. Fern Luskin

A high density area is not a good idea for the MTA substation. Why not go across the street to FIT. Few live there, no one in the summer and won't hurt the 6,000 residents of Penn South
