People should sign because it is a stereotype. Pit-bulls aren't as viscous as everyone thinks. It is the owner who trains the dogs to be vicious. It is not in their nature to be bad dogs, they are nurtured / raised this way. Statistically people will report pitbull breeds over other breeds that attack their dogs.
