Stop Portland City Council from Ignoring Neighborhood Associations

Rather than an attempt to be inclusive, this rings of a pay off to developers

Until Portland has a governing system consisting of geographic district representation, neighborhood associations are our best and only tool to be heard. No code amendment! You don't create inclusivity by silencing!

Continue to allow Neighborhood Associations - a place for those of us who know our own neighborhoods best. Thank you!

The public outreach process on this by Eudaly and her staff has been handled poorly. NAs and their members are reporting they never received email, mail or phone notifications about this. There has been little time for public review, questions, discussions. And Eudaly and her office haven’t even followed Council adopted policies and procedures for set specific Public Outreach and involvement. This is a disgrace and undemocratic.

Take away our voice. NO! Find another solution.

City Council ignores neighborhood associations now. I would hope that we could have a better relationship with our Neighborhood Associations, City Council and Developers, who seem to run the whole process. Let's work on dealing with homelessness and other neighborhood issues. I would love to be able to agree with the slogan "The City that Works" that I see on trucks. City is not working--let's have the Neighborhood Associations help the City become and entity that DOES work.

People before profit. Public well being before private special interest. The residents deserve democratic say in what their urban habitat/built environment consist of.

July 18, 2019 City Council: Our Neighborhood Associations are valuable to each community and to linking with City government. Please do NOT change the City Code because of NIMBY issues. There are more appropriate channels to open WITHOUT this approach. Tonight’s meeting only allows 5 minutes for Public Testimony. And the SPEED of this process does not allow for full community participation. Our Neighborhood Associations organize safety teams for disaster preparedness, inform citizens of changing traffic laws, support our kids & elders and recruit local leadership talent. I stand with the League of Women Voters. These code changes do nothing to enhance representation by issue-based organisations and do irreparable harm to geography-based organisations, namely the NAs.

Don’t defund our neighborhoods! I am really unhappy with our current leaders choices.

Portland's uniqueness and wonderful reputation for livability are due in large part because we are city of neighborhoods, and it's our neighborhood associations that do the important work of building the kind of community that keeps our neighborhoods safer. Please do not de-fund these critically important organizations. If the council sees ways that neighborhood associations could be improved, then suggest those ways. Now is not the time to throw out the baby with the bath.

This is so important!

Neighborhoods associations were established in lieu of not having a representative form of government. If you're going to disenfranchise NA's, then we need a change in government.

The city commissioners (and planners) want unrestricted control over the ability to institute new regulations in conflict with existing state laws and over the wishes of the people they claim to represent

I am in favor of actively helping our city to be more proactive in being sure they are getting input from diverse citizens. However that doesn't mean The city should end its support and important things like insurance coverage for citizen input groups like Neighborhood Associations that have been active for many years. I am especially concerned about the proposal to end open meeting, record keeping, and other transparency requirements.

If this proposal is so beneficial to all residents, why has it been held secret until the last moment? NAs can be inclusive of all the community members they represent, and offer an accessible, nearby way to work with their neighbors. Bring this conversation to the people, don't impose your decision ON the people.,

Neighborhood associations are vital to our communities

The quality & environment of my neighborhood has been in steady decline over the past few years. The CoP is making zoning changes to favor business & other revenue generating development, plus seemingly unchecked infill at the expense of our livability. Our Neighborhood Association, as it is now, represents our only instrument to have a voice that the CoP responds to.
