We the citizens od Obion County Tennessee herby demand laws be made to stop the out of state trafficking of dogs found in the county.

These demands include:

- A minimum of 7 days hold period in which the "rescuers" must search for the owners by any means possible. Including contacting all local vets and scanning for a microchip, posting the pet on social media as found for 7 days before listing the dog as available for adoption, and reaching out to the community around the area the dog was located.

- No dog shall be transported across state lines for adoption within 10 days of "rescue" to provide owner time to locate their pet even after it's been listed as adoptable.


- No vetting unless absolutely necessary to the dogs life shall be done in those 7 days. If the owner is found and vetting had to be done to save a dogs life, it's up to the owner to either pay for the vetting and receive the dog back or relinquish the dog to the rescue for adoption. People sometimes vaccinate their dogs themselves and should not have to pay for unnecessary shots and office visits. The rescuer must hold the dog for 7 days while trying to locate the owner. After 7 days any vetting or care needed is the rescuers responsibility before the dog is listed for adoption.
