My brother in law who is an upright citizen with a college degree in social work, owns two very successful gymnastic academies, and is black, was traveling to one of his gyms when he stopped at a rest stop. when he came out he noticed a highway patrol watching him. He proceeded to get in his vehicle and leave and the highway patrol did too. The patrole car aggressively followed him for quite a distance, yet never pulled him over. When my brother in law called in to inquire about the reason, he was told they dont gives out that information. This leaves room only for no accoutability and no statistics.
