I've worked really hard to gain my following. Please do not punish me and other co tent creators after all we have done to build the instagram community.

You wouldn't demand to rent a shop for free to sell your wares, so why is it a problem to pay Instagram a little? Who causes the highest costs for Instagram with storage of data? Probably the biggest accounts... Even Wikipedia is no longer 100% free to use, although they've solved things in a different way by asking for donations. Or you could go completely independent from Instagram, make your own website and maintain it, but that's not exactly free either. You could even create a new Instagram and make it free for everyone to use no matter what, though you'd probably end up in a debt, from all the datastorage etc costs, so big even your great-great-great-grest-grandchildren wouldn't be able to pay it back.

I have a smaller account and have very little reach, which makes it difficult to grow

Instagram used to be fun and getting new followers or finding new people to follow was easier, now it’s rubbish honestly.

The constant changing algorithm destroys all the effort.

I'm not gonna get much into this. But yes, obviously money is all Facebook wants. I tried promotions for week during the end of the year, and I only 16 new followers . But something else happened that got around 100 new followers during December (before the promotion). Either way, FB or IG or whoever should make it fair for everyone. Balance is key. Don't butcher big accounts but also don't burie small ones. Make it equally challenging but equally fair for each type of account.
