For several years Oshkosh West High School students have been loitering on residential streets before and after school and during lunch. They congregate to smoke cigarettes and blare music, leaving cigarette butts, fast food trash, and neighborhood toddlers unable to nap due to the noise. Often, the large group of students has become rowdy, cussing at neighbors and within earshot of children, and have damaged the property of residents. On many occasions the police department has been called out. Unfortunately, neighbors are told that there is nothing that can be done because there is no law that keeps the kids from congregating there. Neighbors have been told that they should set up security cameras themselves to document any criminal activity. But that doesn't stop the hazard of all of the above activities to residents and their children!
