The fact that someone with this mindset is still allowed to govern a school and be around children is disturbing. What is this world coming to, that such individuals think that it's ok to do this to an animal and the justice system advocates this behaviour with such a ridiculous punishment to start off with and then don't even enforce that punishment and see it to the end. It makes them look no better than this disgusting excuse for a human.

This is fucking disgusting. This poor animal. That guy deserves way harsher punishment than just a 'fine'. A fine can't cover the trauma that poor animal went through.
