Link between animal cruelty and human violence. Need harsher penalties to prevent animal abuser from escalating to crimes against people.

If a person has no regard for animals, he probably has no regard for his fellow human. He is setting a wonderful example for the pupils of his school. Why has the court not followed up and ensured that he complied with his sentence, or would it just be forgotten?
