Think big, start small. Licensed growing, (allowance of a certain amount of plants for each license). Licensed shops allowed to open up for business in economically depressed areas like Steuben County and possibly surrounding areas. This would allow income for many in the area if properly regulated.
You will have to be a resident of Steuben county for a period of 3 to 5 years in order to get a license in order to grow.
