Add option to disable/opt out of Captchas in Trade offers

The new Steam policy that requires users to enter a Captcha in order to send/receive trade offers is an attempt by Valve to protect users that click on malware-laden links. More experienced Steam users do not fall prey to these feeble attempts at compromising accounts, and thus are unable to make their own trading bots (example: backpack.tf/automatic) as these bots are unable to solve Captchas. Valve, please allow users to opt out of having to do Captchas. To disable Captchas you could have the user wait a week and send a confirmation email/solve a Captcha and never have to see a Captcha again. In addition, some way to filter offers/friend requests based on Steam Level would be great. For example, users don't receive offers/friend requests from users with a steam level below x. Captchas are ruining the trading mechanism, and we, as a community would like you to rectify the situation.
