Quote directly from the steam market.
"Starting the next few days, items purchased for Team Fortress 2 either in-game or on the Steam Community Market will not be tradable or marketable for one week after purchase. We are making this change to combat fraud and scams, and to help maintain a safe and healthy item economy within Team Fortress 2."This rule is not just in place for Team Fortress 2, but for Counter-Strike: Global Offensive, and Dota 2. These are some of the more popular trading communities.
How does it help?
►Scammers will have a harder time scamming.
►People may reconsider purchasing an item (they might not like it later).
►Scammed people might get their items back quicker.
►I am sure there are other uses.
Why is it bad?
►Regular players will no longer be able to buy a weapon, and trade it back when they're done with it.
►Traders will have an incredibly hard time "flipping*" items because the market can change very quickly.
►People do not like to be restricted.
►The economy will suffer, there will be less items sold, and for higher prices.
►Will people who are still scammed get their items back? Will they be assisted? (I've heard of many people who were scammed and not assisted)
►People will be more tentative to buy items, because once you've bought them - they're yours for 7 days.
tl;dr this rule that will be applied to some steam games will basically stop some traders from ever buying another item they do not want for themselves.
*Flipping: Buying items for cheap, and selling for higher.
