Betting is one of the reasons CSGO / Dota keep the numbers they do.
Like any sport, being able to bet only enhances the experience. This has a big effect that only grows from this start.
Sites shut down, or lose popularity. The item price bubble pops, and valve loses a lot of potential market cuts.
Twitch loses a lot of daily veiwership. This won't affect twitch itself, but a lot of those channels which host cs games will lose viewers / followers / subs even.

This is an effective way to stunt the skin economy/market. Few people will gain, many will lose.
Market transactions will not rise due to the fact that the economy will be harmed to the point heavily dropped prices and little activity.
