This sounds like steam is starting to put a little to many restrictions on trading and making it difficult for everyone else who just play the game like it's ment to be. I hope valve listens and changes this immediately because it's not fair how the whole community has to suffer because some people want what others have and don't have the common decency to realize that they worked hard for what they have and the hacker doesn't deserve anything if he takes such measures to acquire those items

I know it's bad to traders, and the steam economy, but thats not even the majority of it. Anyone who plays the game knows of the existence of skins, and how they work. Even to casual players who want to give their skins to a friend, buy a skin they want, or whatever the circumstance is, it hurts everyone. The people with smartphones also indirectly get affected by this because it restricts a majority of the people they'd like to trade with. I understand what steam is trying to do to combat scammers, but even myself can come up with smarter alternatives.
