If this is something the entirety of Valve has agreed upon, then they all deserve a penalty to their earnings - developers who don't play/use their own services aren't good developers. How is this a good idea at all in the first place?

you do realize this will only hurt you valve, althrough it will save you time from scams and reports it will have a major impact on the money you make. People will not be buying skins from you guys anymore because of the wait and the economy will crumble. Do to the fact no one wants to wait for this sh+T You would be much better of saying on steam support in your rule section all in bold "WE DO NOT REFUND SCAMS UNDER ANY CIRCUMSTANCES". This would help you because it will not only stop you guys from getting as many reports that you already don't do anything about but it will also keep the economy healthy as it is now......valve,please fix.
