This is very important for people who have been hacked beacuse the first thing the hacker will do is trade any items worth money to another account then dump the account or sell it on grey market

There may honestly be better measures for Valve to take regarding anti-scamming. The current situation is already massively inconvenient and hampers quick trades. I realize that security and convenience are on two separate sides of the spectrum, but as far as Valve's economy, convenience equals cash and to impede this system would mean Valve will end up paying (or rather, not getting paid).

Pretty bad way to reduce scamming, would make trading none existent, which would rid many games of a large portion of their community and also destroy the market.

If you had as many people creating "solutions" for trade issues (Which nothing you have created has worked at all btw) as you did in your game development department, Half-Life 3 would have been released 6 months after Episode Two.

i really just like the way steam trading is right now, yes a few changes could be made but not as major as Escrow.
Maybe you would get a reference number everytime you trade and you can send that to valve and they can return the items to your inventory.

This is a terrible way to stop scamming that would do absolutely nothing because you can buy cheap phones for the scamming accounts,
