As much as I don't trade often, this is an even worse dampening than not allowing F2P TF2 players the same trading rights as previous members, and so far, Valve, Steam, and the rest has been giving us disappointment after disappointment. Though there are some redeeming qualities, it doesn't make up for the absurdity, not to mention how lazy and irresponsible Steam has or will become for gamers, and it all starts with limitatations.
Shame on you. Dick move.

Valve is doing too many stuff to prevent from scamming.. But they dont know that scams are successful because of people being dumb.
