Basically when you want to trade with someone who hasn't secured their account with a phone, the items will be held for a certain amount of time and then after it has passed the items will be traded.

I assume this is so time can pass to weed out possible account issues like hijacking or fraudulently purchased items before the items start spreading to people who aren't a part of that.

It also means that every account used for fraud or scamming will have to have some form of phone attached to it (emulated or not) which should make their process a fair bit more involving.
