This is a lazy way to stop scams. It will kill all sorts of trading because it's so ridiculous people will just not bother.

Did Google pay Valve to block all Windows Phone users from steam trading? Seriously this is a retarded move, I can think of much simpler alternatives...
- "if your account gets blocked/reported by 10 high level accounts (e.g. Level 25+) within 3 days, then you are unable to Invite or Message non-friends until you contact support"
- high level accounts that abuse the mechanism are excluded from it.
