Recently my daughter was approached and scooped up by a man and twirled around and asked several times by her father and herself to be put down, all this was done without her consent. She isn't the only child this man has touched inappropriately,its gone on for weeks with other kids outside of her school. After complaints from her school, other parents and the crossing guard to the police department, little was done. This day however the police took him in for questioning, he admitted to doing these things and after I was told "He has obvious mental illness" and they let him go.

It's myself and Pastor Peter Mattice of Grand Street Chuch's idea to make this petition to see how many people agree with me that if someone does something like this to our children, or even adults, and the police suspect they have a mental illness, that they should be held pending a psych evaluation and if found competent sent in front of a judge because far too many times people will take advantage of an illness to get away with things. And also how many people agree with me, that touching a child without their consent or a parents consent should be made to be a sex offense. My daughter is scared now because this man is free and nothing was done about it. She shouldn't have to be, so I want to see how many signatures I can get to put a law in place to have it made a sex offense and to have mandatory psych evaluations done on anyone who commits a crime and is suspected of having mental illness.

I myself have mental illness, so by no means am I targeting the mentally ill, I'm only trying to protect my child and other children.
