On the 3rd of December 2025 Greenbay home owners were notified of a special levy that will be raised on 1 January 2026. This special levy is above the normal monthly levy payable, and the previous special levy applied on 1 October 2025.

The Special Levy is ring-fenced for the settlement of the City of Cape Town (COCT) municipal arrears. The COCT arrears arose from historical billing disputes, under recovery of electricity and water usage by the metering service provider; incorrect allocations and long-standing unresolved queries.

This petition is for Greenbay home owners who don't agree with more special levies being raised against us for historical debt due to mismanagement. The names on this petition will be submitted along with additional supporting documents to make a complaint at the CSOS.
