create an initiative in all states where the initiative process is legal to make citizens of of any state that approves the initiative to make Social Security optional.

Currently state employees by federal law are not required to contribute to Social Security and may have retirement programs outside that system.  In any state passing this initiative citizens at their option may become employees of the state for bookkeeping purposes.  The state shall not interfere in this employment in any fashion and will simply pass through automated payments to a retirement account should a citizen choose to have one.  The legal limit of retirement accounts will be subject to a vote of the people so a person can set aside tax free as much of their income that they choose.

Any citizen of a state passing this law may stay under their current Social Security system at their option.  And they may also choose to become a state employee and leave to Social Security system if that is their choice. Employers will be required to maintain the amount to this system or pay that amount directly to the employee at the employee's option.

Many young people feel Social Security may not be there for them and Social Security pays next to no interest on the money put into the system.  There are ways to safely grow retirement accounts.  The key is to put the choice of participating or not participating in Social Security under the control of each citizen.

For many years people have been paying into Social Security and being told they can retire at age 65.  There are proposals in the federal government to reduce retirement benefits, means test how much a person will get and raise the age when a person retires.

By passing this initiative a person shall have the option of remaining in Social Security or leaving it and choosing how to plan for retirement or not plan at all.  All force by the federal government hereafter will be trumped by state law.  The same right that state employees enjoy now will extend to all residents of the state and with even more investment options.
