We, the people of the United States, in order to form a more perfect Union everywhere in the world, are remembering our own Manifest Destiny of creating a model of democracy and hereby resolve to shut down offshore prisons where human rights are not respected in favor of a system in which human rights are respected according to our own values of human dignity and fairness.
