TO ITALIAN GOVERNMENT FREEDOM FOR ARTISTS AND ART IN ITALY ANY KIND OF NEW ART, BY YOUNG OR UNKNOWING ARTISTS, IN ITALY IS ABSOLUTELY SUPPRESSED AND KILLED BY OPPRESSIVE LEGAL RULES AND LAWS PROMOTED BY ANY ITALIAN GOVERNMENT OF PAST AND PRESENT TIME (August 2008). No Italian political party of any kind has promoted FREE expressions of ART for Italian ARTISTS, but any Italian political party has done anything to enslave any Artist to their will. So specially the young artists have no chance to spread freely their artistic works to great public. The main problems can be summed up in this way: LACK OF FREEDOM FOR ARTISTS AND ART IN ITALY. The LACK OF FREEDOM FOR ARTISTS AND ART IN ITALY is maintained by Italian laws regarding: 1. the lack of spaces where to perform Art; 2. the lack of simple ways to facilitate the artistic performances; 3. the absurd legal authorizations to perform Art; 4. the heavy and absurd costs (about 30%) of SIAE (Italian organization for the collection of rights of authors) and heavy costs (about 35%) of ENPALS (Italian organization that collects taxes for pension and assistance for artists). Actually all the ENPALS taxes of young artists will be vanished, because ENPALS requires to artists a minimum payment of 20 days per month: this will never happen for young or unknown artists.
