I do believe that Egypt has to protect women,not to give second chance to sexual harrassers. Or an action is going to be taken after he rapes someone?

Don’t back up a harasser. It’s not up to you to forgive or ask for forgiveness when you’re not the victim.

Serial harassment should not be taken lightly. Men don't understand until it happens to their mother, sister, daughter. Even then they have some sort of excuse. There is no excuse for being a jerk!
