Scrap Car Parking Charges at the Livingston Centre

The initial 50p for 2hrs was always only ever going to be the thin edge of the wedge. Now its £1.50 an hours. So even to run in to return an item or to buy a birthday card it's costing too much to do so. We should all get a day to boycott going to the shops, turn the place into a ghost town like what happened to the ocean terminal, now they don't have charges either. As for blue badges being charged, disgusting.

The multi-storey is barriered but if parking in the main, open plan car parks, I never pay on principle. The Management company that operates the "Policing" has no legal right to pursue any "Parking Charge Notice" via the legal system.
Here in Scotland the owner of the vehicle has no legal obligation to identify the vehicle driver at the time when the PCN was issued, as long as it was a private car park the Management company can do very little.
If the offence is committed on an on street parking zone, controlled by the local council, only then does the owner have a legal responsibility, under law, to identify the driver at the time of offence.
Please be aware that there is a huge difference between a Parking Charge Notice (issued by a private company) and a Penalty Charge Notice, issued by the local council.
In summary, If you get a ticket at the livi centre in an open access area, then ignore it........don't pay and ignore the threatening letters.
